Britain and America have signed a major bilateral deal that will guarantee zero duties on British drug products going into the American market.

Key Provisions of the Pact

As part of the deal, the UK has pledged to boost spending on drugs through the National Health Service (NHS). This move ensures that import taxes on these key products will remain at nothing for a duration of the next three years.

This deal follows previous warnings to dramatically increase import taxes on branded drug products, with increases discussed as high as one hundred percent.

"This agreement between the Britain bolsters the worldwide climate for cutting-edge drugs and establishes long-overdue fairness to American-British drug exports," a release declared.

Commercial Importance

Drugs represent one of the the United Kingdom's biggest export categories to the United States, which is clearly the largest destination for large companies like GSK and AstraZeneca.

Export figures reveal that in the year prior to last September, the UK exported medicines valued at billions to the US. This value made up 17.4% of total UK exports in that period.

"This guarantee safeguards work, boosts funding and facilitates the UK to become a worldwide center for life sciences," a government official stated.

Specific British Pledges

The deal involves several key commitments from the British government:

  • Price Threshold Increase: The UK will increase the affordability limit at which it judges new therapies to be unaffordable by 25%.
  • Higher Drug Budget: There is a aim to double overall public funding on medicines from 0.3 percent of Gross Domestic Product to 0.6% over the following ten-year period.
  • Refund Ceiling: The sum drug companies must pay back to the NHS to control costs will be restricted at fifteen percent. Last year, rebates topped twenty percent.

Recent Tensions

The pact comes amid a ongoing row between the sector and the British authorities over medicine costs and approval rates.

The disagreement were intensified by assertions that American consumers were charged significantly more for the equivalent treatments than patients in the UK and Europe.

Over the last 18 months, several large pharmaceutical investments in the UK have been paused or scrapped, while major investments have been announced toward projects in the United States.

One official acknowledged that the NHS must increase expenditure on medicines, noting that its expenditure on drugs had declined as a share of its resources over the past decade.
